A good rule of thumb is, if it happens outside the pod, it's probably off-topic - DevOps Stack Exchange or Server Fault may be more appropriate. If it's about programming issues within a pod, only use this tag if the environment is relevant. If it's about interacting with Kubernetes programatically, it's probably OK.
